• BUDGET (OPERATING)
  
  A financial plan containing an estimate of proposed revenues and expenditures for a given period (typically a fiscal year). The term is also used to denote the officially approved expenditure ceilings under which a government and its departments operate. Adoption of a budget by the legislative body is an appropriation of the budgeted amounts.
