AYes. You should check with portfolio lenders who may be more lenient regarding the property condition. (Portfolio lenders do not sell their loans to the secondary mortgage market and are usually more flexible). When shopping for a loan, tell the lending agents up front that you are looking for an "as is" property. Loans for these properties are not usually offered at the best interest rates and terms. However, you can refinance into a better loan after the renovations are completed.
