  The document prepared by the Budget Office and supporting staff which presents the adopted budget and supporting information. The document usually consists of: a message from the budget making authority, together with a summary of the proposed expenditures and the means of financing them; schedules supporting the summary showing detailed information on past years' actual revenues, expenditures, other data used in making the estimates and information on City services, employment and performance.
